Abstract

In this paper we present an analysis on the Cooperation for the Development that has been performed from the nineties up to date, exposing a reflective critic on the traditional approach to aid and development, as a process and considering our amassed experiences as far as aspects relevant for the management of cooperation for the development is concerned, in accordance with the shared Spanish support with different governmental institutions in Bolivia. Nevertheless, the acceptable tautness must not go in favor of a lack of quality and efficiency in the required task, neither can subtract resources to that which is ultimately the aid for the development for each project. Thus, it is necessary to establish the following research parameters: • Recognition of the varied topologies of projects. • Identification of the initial planning and resources estimations. • Identification of delays in the progress of the project. • Identification of the nature of the area to act in. • Identification and evaluation of the risk as a distance from the original estimation to the actually observed. • Identification of standard criteria depending on the type of project. This indicators structure will help us to know in a more profound manner the difficulties and will help us in establishing congruently the areas to be evaluated in the future as well as the orbits of intervention.
