Abstract

The so-called “preventive turn” of security policies describes the relegation of the disciplinary content of punitive practices. It also indicates a decisive role of administrative security management structures. It reveals, in particular, the strengthening of police roles in security production, far beyond its work as a judicial police. Starting from this general diagnosis, we want to offer a reading that considers the technological nature of the preventive turn. More specifically, it is intended to underline the centrality that “technical objects” have acquired in the design of preventive policies, and the meaning of this technification in police praxis. Such analysis requires transcending the reading of technique as mere instrumentality and, even more, assuming technical objects as a problem of analysis. From that point of view, the article aims to consider the technical content of the preventive turn in security practices, observing its influence on the development of actuarial techniques for police use. In the Spanish case, this development is perceptible in two areas of police management: police risk assessment in cases of gender-based violence and, still incipiently, risk assessment in certain cases of crossing the Schengen area external borders, in this case according to EU law criteria.
