Abstract

During the reign of Joseph I, the enlightened Bilbao citizen Mariano Luis de Urquijo (1769-1817) tried to promote a political project that was based on four pillars: the constitutional monarchy, the consecration of a nobility based on merits, the nationalization of religion, and the defense of Basque laws. This article shows the content of this program and expands Urquijo´s biography
